Description

Role Overview:
Responsible for cash management, by minimising cost and maximising value through proactive analysis and facilitation of works packages and the building process to maximise the profitability of the business. Contain, control, and accurately report past costs and future financial projections. Adhere and engage with Quality Management system (ISO9001) and other company procedures as appropriate.

Delivery:
- Proactively work with Production & Technical Leads to identify risks and scope within programme and design.
- Attend and actively participate in design meetings, ensuring actions are cleared in accordance with agreed timescales, as required.

Financial:
- Prepare, agree, and issue valuations in a timely fashion, to maximise cash position, including pursuit of timely payments.
- Ensure retention payments are obtained on completion of Practical Completion and Making Good Defects certificate being issued.
- Maintain sub-contractor valuations and payments in line within the subcontract conditions and Hill payment protocol.
- Review drawings for potential savings ensuring they remain in accordance with the employer’s requirements, these as Hill tender budget.
- Ensure the subcontract order is compliant with drawings and employers requirements including any appendices. Drawings are to be clearly listed within the subcontract.
- Produce buying analysis for approval by the Regional Director/Commercial Manager prior to order being placed in accordance with the agreed procurement schedule.
- Placement of timely subcontract orders in accordance with the agreed procurement schedule.
- Ensuring timely valuation and re-measurement of subcontractor accounts according to terms & conditions of sub-contract agreement.
- Agreeing & issuing final accounts to subcontractors per Hill Scheme of Delegation.
- Ensure timely payments of sub-contractors according to internal payment protocol & agreed terms/conditions of sub-contract agreement.
- Produce & issue accurate/timely CVCs ensuring these are reviewed with production team for Commercial manager/Regional Director approval.
- Issue a project outturn cost sheet upon completion of contract.
- Agree external final account with client/agent per Hill Scheme Delegation; obtain final account statement for Director Approval.

People:
- Mentor trainees if required
- Developing possible trainee/assistant surveyors
- Work in partnership with other departments; proactively drive communication/problem solving
- Complete appraisals/assessments accurately/on time if required

Success Measures:
- Participate in CDM compliance through design period
- Issues accurate minutes on time; ensure actions cleared per agreed timescales
- Sub-contract orders placed on time per procurement schedule
- CVCs produced accurately/to good standard
- Management of Sub-contract payments adhering contractual obligations
- Production/execution sub-contract orders on time
- Procurement schedules updated efficiently enabling accurate monthly reporting
- Early involvement detail design influencing adherence building controls
- Changes tracked on drawings; feedback identifying cost implications prior work commencing
- Collateral warranty execution timely manner
Accurate subcontract account remeasurement promptly
Procurement includes Hill approved Standard Details & Materials
Adherence contractual obligations protecting against claim risk
Timely agreement Final accounts through effective management processes/reporting/procedures
Accurate internal/external forecasting including materials/prelims

Skills, Experience And Attributes:
Educated suitable level relevant role – appropriate Quantity Surveying qualification or Construction degree/relevant degree/higher education course (HND/HNC Building Studies)
Membership MCIOB or RICS
Demonstrable experience Contract/Quantity Surveying/construction budgets/all areas construction techniques/mixed-tenure schemes
Experience joint venture schemes
Strong Commercial background experience working contractor/residential developer
In-depth knowledge appreciation UK building regulations health/safety requirements construction
Strong competency remeasurement Piling/Groundworks/RC Frame & Brickwork
Excellent numerical/problem-solving skills
Strong interpersonal skills
Knowledge understanding compliance H&S legislation/policies/safety plans/risk assessments/method statements
Proactively provide feedback supply chain
Experience Value Engineering
Understanding build project working on
Full understanding financial&contractual structure particular project
Experience Demolition/Civils/RC Frame/Basement Works/Metsec works
People management skills ability lead team
