The Service
We are the Transport Service, which forms part of the City Council's Economy, Transport and Planning Directorate. Our core business areas are Transport Planning, Transport Delivery, Network Management, Road Safety & Active Travel and Parking Management. We work on highways projects across the city of Portsmouth to support the delivery of the Council's adopted Local Transport Plan 4. The Role
This is a temporary Senior Project Manager role to lead in the successful delivery of business transformation and process change to support our statutory highways obligations and compliance with legislation. It sits within the Transport Delivery team but works with Subject Matter Experts across the whole Transport Service. Your role will be to successfully project manage a business change process from inception through to completion, to challenging timescales. You will work closely with officers, contractors and elected members to ensure that the highest standards are achieved within the constraints of time and budget. You may be required to manage some of the professional based framework contracts that the Council operates.

Your Main Duties And Responsibilities Will Be

Project Management:
To project manage a business transformation and process change, to support the Transport Service to meet legislative requirements in relation to Digital TROs and Moving Traffic Offences. To support and lead a series of live projects to transform service delivery and develop a self-sufficient organisation. Work to recognised project management standards following Government guidance and council's own project management requirements. Direct and monitor staff in completing projects/products. Manage external consultants as well as project staff ensuring targets are achieved.

Financial Control:
Prepare estimates; monitor; review project costs ensuring completion within agreed budgets; achieve required level of quality; ensure value for money; agree final measures/payments.

Scheme Implementation And Delivery:
To provide successful project management throughout life from inception through implementation; manage preparation/assessment tenders/contract documents with support from legal/procurement/finance/technical teams; appoint/manage contractors where required; produce/maintain accurately PID (mandate/business case/programme/risk register/budget etc.). Produce/own Project Initiation Documentation (PID) working closely with relevant technical teams developing/delivering projects according PID.

Communication:
To represent team ultimately City Council at meetings assisting/carrying out consultations on scheme proposals advising members as necessary; liaise with client/project team/consultants/general public preparing reports (including regular reports Project Boards) as required; liaise other departments such as Highways Maintenance PFI team ensuring seamless interlinking existing highway network; have strong links internal/external stakeholders such as external funders various government departments ensuring design works/construction programme/budget adherence.

Training:
To maintain personal technical expertise new methods/technologies encouraging project managers /assistant project managers pursue personal development effective supervision/allocation work.

Who is The Person?

You Need To Be/have
Educated HND or degree standard relevant subject.
An appropriate professional project management qualification (e.g., PRINCE2 practitioner level) membership appropriate professional body (e.g., APM) demonstrated performance over substantial period this level.
Extensive/relevant post graduate experience.
Ability manage business transformation/process change projects initiation through successful completion.
Good experience contracts.
Ability lead small project teams delegation/manage.
Excellent commercial awareness proven success working strict budgetary controls including analysis interpretation financial information.
Good analytical/problem solving skills ability prioritise workload order effectively manage time including ability work own initiative respond positively workload pressures.
Good/relevant experience working stakeholders/contracts/agencies.
Excellent interpersonal communication/written skills able deal effectively members staff all levels non-technical level councillors/general public.
Experience preparing reports correspondence using research/information gathering techniques.
Awareness relevant legislation/regulatory framework environmental issues desirable knowledge familiarity Microsoft Office applications including Microsoft Project.
